A plot synopsis of Chinese donghua Tales of Herding Gods, Episode 89
As the world, struggling with famine and currently covered in snow, collapses into chaos, the common people, who are starving, resort to murder and cannabilism.
Some eat seeds to survive, thus destroying crops for the coming year.
Those in prominent positions, the so-called “religious”, the Crown Prince, the great sects and clans, all jostle among each other for power, while some plan to assassinate the Emperor. A man who, with his set of reforms, is one of the few in high office who seems to care about the common man.
Mu’er, who is helping the Emperor, is not the focus of this episode, although we do see him briefly at the beginning, and soon learn that he is being targeted by the Crown Prince and his minions.

Meanwhile, soldiers in the Emperor’s army try to protect seeds from hordes of starving commoners with a goal of saving the harvest and, thus, staving off an even worse famine the following year.

Even without much of an appearance from Mu’er, this was still one of my favorite episodes so far, as it does a brilliant job in showing the corruption of just so many of the so-called “elites”.
People who are often worse by an order of magnitude than the common folks.
